When the intervention doesn't yield the desired outcome it is considered a failed plan, not the failure of the client. In other words, if the client doesn't follow through on the plan, the burden is on the therapist to find a better fit. Blaming the client by labeling him/her as "non-compliant" is counterproductive to treatment. If the client doesn't follow through on the plan the clinician failed to find the right intervention for that client. Anyway, we don't use that term anymore. We now say, "the treatment plan failed."
